GLENDALE, Los Angeles County — October 31, 2026. Glendale Water & Power customers have a public hearing approaching on Tuesday, November 3, at 6 p.m., when the City Council is scheduled to consider proposed changes to water rates. The proposal has not automatically become a new bill simply because a hearing was scheduled.

Where and when

According to the city’s Proposed Water Rates page, the hearing is scheduled in the Glendale City Council Chambers, 613 E. Broadway, second floor. Customers and property owners may attend, review the official notice and learn about the formal protest process.

What is a Proposition 218 protest?

The city’s announcement says proposed rate adjustments are subject to California’s Proposition 218 majority protest procedure. The notice sets out who may submit a protest, what information must be included and how and when the city must receive it.

Important: Glendale says that spoken objections at a hearing and electronic objections cannot be counted as formal Proposition 218 protests. Residents should not assume a social media message, email or public comment will satisfy the written protest requirements. They should follow the actual official notice rather than a summary of it.

How much would an individual bill change?

That depends on the proposal and the customer’s account. The city’s rate-information page includes a water rate calculator, explanatory materials and background on system needs. Readers should use their own household usage information rather than accept a generic statement that every household would pay an identical amount more.

For questions, Glendale Water & Power lists 855-550-4497 and GWPCustomerService@GlendaleCA.gov. Residents should check the agenda for final hearing details or any schedule changes.
